Job Summary:

The Payroll Manager oversees and supervises the organization’s payroll functions, ensuring pay is processed accurately, timely, and in compliance with all regulatory requirements. In addition to managing payroll operations, this position assists with employee benefits administration and supports the annual open enrollment process. The Payroll Manager also plays a key role in year-end activities, including W-2 and 1099-R processing and payroll tax reconciliation. This position serves as a backup to the Benefits and KPERS Manager, providing support for benefits operations and assisting with KPERS balancing and reporting to ensure continuity of services.

 

Supervisory Responsibilities:

  • Recruits, interviews, hires, and trains new payroll staff in the department.
  • Oversees the daily workflow of the payroll department.
  • Provides constructive and timely performance evaluations.

Duties/Responsibilities:

  • Implements, maintains, and reviews payroll systems to ensure accurate and timely processing of transactions, including salaries, benefits, garnishments, taxes, and other deductions.
  • Assists with employee benefits administration and provides operational support during the annual open enrollment process.
  • Processes W-2s and 1099-Rs annually, ensuring compliance with IRS and state regulations.
  • Works with the Assistant Treasurer to reconcile and balance payroll taxes.
  • Supports the payroll-related administration of voluntary benefits and benefit vendor integrations.
  • Processes payroll updates including new hires, terminations, pay changes, and benefit elections in accordance with established timelines.
  • Prepares and maintains detailed records and reports of payroll and benefit-related transactions.
  • Ensures compliance with federal, state, and local payroll, wage, hour, and tax regulations.
  • Serves as a backup to the Benefits and KPERS Manager, assisting with benefit inquiries, KPERS reporting and balancing, and audit preparation as needed.
  • Provides backup and operational support to payroll specialists, assisting with payroll processing and troubleshooting during high-volume periods, absences, or as needed.
  • Supports internal and external audits by providing required payroll and benefits documentation.
  • Identifies and recommends improvements to payroll and benefit systems, processes, and software.
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Extensive knowledge of payroll functions including payroll tax compliance, internal controls, and year-end reporting.
  • Experience with benefits administration and payroll integration for open enrollment.
  • Familiarity with KPERS (Kansas Public Employees Retirement System) reporting requirements.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Effective supervisory and leadership capabilities.
  • Proficient with Microsoft Office Suite and payroll/HRIS systems.

Education and Experience:

  • Bachelor’s degree in Accounting, Business Administration, Human Resources, or a related field is required. A master’s degree or completion of graduate-level coursework in business, HR, or a related field is preferred.
  • Three to five years of progressively responsible payroll experience required; experience with benefits and KPERS integration strongly preferred.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

Assignment: Under the direction and supervision of the Superintendent, the administrator will be responsible for administration and supervision of the educational programs for students with disabilities in all district schools, to include oversight of alternative schools and services. The administrator must have the necessary planning, organizational, monitoring and supervisory skills essential to the position. In addition, the incumbent must have extensive knowledge of budgets and the social agencies in Topeka and Shawnee County, and experience in Human Resources when it comes to hiring qualified applicants.  Establishes positive, effective relationships with staff. Collaborates effectively and builds positive relationships with school leaders.

Supervises: Special Education Teachers, office staff and special services staff

Qualification Requirements

Successful candidates must possess a Kansas district administrator license and be endorsed in Special Education. 

Experience:

A minimum of five years as an executive director or in district leadership, and a minimum of five years’ experience as a building administrator.

Preferred: A doctorate in Special Education is preferred.

Physical/Emotional Requirements: The incumbent may be required to use the below requirements during any part of the working day. Speaking, Hearing, Visual, Walking/Mobility, Consistency of temperament, Ability to work with a variety of problems at the same time, Stamina for working long hours and in stress producing environments.

Administrative Relationships

The Executive Director of Special Education is responsible for the day-to-day operations of special education & special service programs.

Major Duties and Responsibilities

The position includes but is not limited to the following list of representative duties;

  • Provides instructional leadership to school sites in the development of quality special education programs and services.

  • Provides guidance and support to school sites in the areas of compliance with state and federal law and district procedures.

  • Provides consistent communication on special education issues to all stakeholders.

  • Oversees the Special Education budget

  • Assists in the allocation of resources and monitors the use of state, federal, and local funds for special education.

  • Develops a staffing plan based on student needs on an annual basis.

  • Provides leadership in the informal resolution of complaints and due process issues.

  • Ensures effective departmental communication between special education and all stakeholders.

  • Supervises and evaluates assigned staff.

  • Coordinates and oversees all special education paperwork completed by special education staff (e.g., Department of Public Instruction (DPI referral, evaluation and IEP forms).

  • Interviews and recommends candidates for special education positions.

  • Implement and oversee programs that are consistent with the special education needs of students with disabilities.

  • Develops programs that meet compliance regulations as required by state and federal regulations.

  • Perform as the community liaison between the Special Services Programs with the other educational programs in the district.

  • Coordinate and integrate Special Services Programs with other educational programs in the district.

  • Develops and maintains fiscal resources for the Department of Special Services based on available local, state, and federal funding.

  • Leads professional development in the areas of need to special educators.

  • Provide appropriate facilities for Special Education students.

  • Participates with the Personnel Office in actively recruiting Special Education staff.

  • Provide appropriate transportation services for students with disabilities.

  • Develop the local Special Education Plan of Policies and Procedures.

Knowledge of:

  • Administration, principles and methods of educational and instructional services models.

  • Current educational programs, curriculum, and instructional practices and strategies which assist students with disabilities in securing a quality education.

  • Tiered support and other research based methodologies.

  • Teaching and learning theory.

  • Day-to-day operations and appropriate support services necessary to assure operational effectiveness of special education programs at all elementary and secondary school sites.

  • Principles and practices of management including supervision, training, and performance evaluation.

  • Applicable federal and state laws, codes, regulations, policies, and procedures related to students with disabilities.

  • Oral and written communication skills.

  • Interpersonal skills using tact, patience, and courtesy.

Ability to:

  • Effectively plan, organize, and implement an educational program and support services.

  • Assess site program effectiveness.

  • Exercise judgement and discretion.

  • Prioritize work to meet schedules and timelines.

  • Prepare narrative reports.

  • Supervise and evaluate the performance of assigned staff.

  • Work collaboratively with all stakeholders.

  • Work independently with little direction.

  • Utilize proper discretion in dealing with confidential matters.

  • Understand and be sensitive to those of culturally and linguistically diverse backgrounds.
